gnutls-bin has a command line tool (certtool) to help creating/maintain self-signed CA, sign certificates based on them and manage them. It seem to work with both openssl and tls.

See certtool Invocation at http://gnutls.org/manual/gnutls.html#certtool-Invocation and https://github.com/rcrowley/certified/
