New IRC bot/logger

Provided we have Phabricator (ref: #86) that updates IRC with every changes in our projects, we could also leverage it to replace our current chat logger.

To analyze

• Migrate current chat logger logs
• What would be best. Use Phabricator chat logger, or a nodejs bot?
• If nodejs bot, we can communicate through a nodejs Phabricator client binding. see also Phabricator conduit docs
