Made the following changes:

• Updated to Java 17.0.1 and JavaFX 17.0.1
• Updated to use actions/setup-java@v2 - much faster builds, simplified Maven cache
• Converted to use os-maven-plugin to simplify OS + multiple architecture builds.
• Apple Silicon M1 native builds work on local dev but no GitHub Action runner (yet)
• Added quote marks to builds to account for spaces in paths. Don't put spaces in dev paths, but if you do, less likely to get an error... at least from this template
• Incorporated fix for the automatic launch on Wix installer tweak for Windows .msi installer files.
