include merge check that Code Table entries are in international range

Similar to BUFR #268, GRIB2 Code Table entry numbers greater than 191 are also reserved for local use. So would it be possible to include a CI check for any new proposed future Code Table entries to ensure that the corresponding entry numbers are in the range of [0,191] before merging them into the master branch?

the GRIB2 validation script needs to be updated to allow for more entries in Code Table 4.0.
