Battlegear of Wrath 5-Set bonus incorrect trigger spells.

Describe the bug
The spells associated with a Wrath 5-set proc are not correct. The most obvious example is that heroic strike seemingly can neither proc nor consume the Warrior's Wrath charge. Cleave, interestingly, does seem to properly interact with the effect. While that is an example of a spell which should interact with it not doing so, Berserking is a spell which does both proc and consume Warrior's Wrath, but should not.

To Reproduce
Steps to reproduce the behavior:

1. Go to the Warrior Tank Sim
2. Either use one of the below linked sims or create a sim with 5 pieces of Wrath gear (use Heroic Strike in rotation).
3. Run the simulation.
4. View Results > Timeline.
5. See Warrior's Wrath not being procced or consumed by Heroic Strike.

Expected behavior
Warrior's Wrath should be proccing both only on and on all offensive rage-consuming spells, as well as being consumed when casting those spells.
