Unable to use sappers and fumigators in single encounter #1445

Describe the bug
Fumigators and sappers share a 1 minute cd. for any fights longer than this, you should be using both.
Right now in the sim sittings they are exclusive. If one is selected, the other is unavailable.
To Reproduce
Steps to reproduce the behavior:
- Go to 'settings'
- Click on 'fumigator' or 'sapper' in the engineering explosive.
Expected behavior
You should be able to select both rather than just 1
