this is the same "gcd has a separate cooldown" issue that i had with reaper. it should be straightforward to fix these cases for dancer
HOWEVER, we should delay the GCD in order to use tech step if tech step's cooldown is lower than about 1 second, so that dancer's rotation loop fits into 120s exactly
