[BUG] NIN gets stuck not completing mudras

• Ten Chi Jin assumes a mudra order and does not fall back to whatever actions are actually available at the time, e.g. if number of targets changes to < AOE breakpoint
• Some issue with not being able to cast Raiton while doing boss mechanics, see replay
