Pull Requests from forks fail (because of Docker credentials) #222

Because the docker credentials are 'secret' they're not available to pull-requests from forks. We need to adjust the ci/cd logic to avoid docker PUSH/PULL when a fork is used (i.e. when the DOCKER_PASSWORD is not set).
