release: cut v1.3.16 — the ledger reads the plans Sage writes, templates become the tested contract

Ritual green: fastcheck 25/25 (incl. the new template-conformance
handshake suite), installer 9/9, generation smoke 7/7, bash-3.2 docker
smoke OK, versions agree on 1.3.16. The fix is field-verified against
the reporting cycle's real 24-task plan; the class is pinned by the
handshake suite, not just this instance.
