Is it possible to use the framework to interact with toncenter.com API?
If not, is it planned to implement it?

There is no client implementation other than for liteservers in this lib, but it is flexible, and you can implement this interface https://github.com/xssnick/tonutils-go/blob/master/ton/api.go#L53 with toncenter queries and pass it to api initialisation instead of liteserver pool
