mdbm_reset_all_locks does not work on rhel7

Looks like incorrect path for BIN_BASE and invalid variable substitution:

mdbm_reset_all_locks

/bin/mdbm_reset_all_locks: line 19: mlock64: command not found

Wow, that script must have never been used.
For Makefiles, $(VAR) is fine, but for shell scripts you need ${VAR}
