I am having issues where my city state allies are not voting for me in the World Congress. I was told this was not intended behavior
Screenshots are my Turn 268, showing both city states as my allies, right before the Leader Vote. Then you will see what they vote afterwards, and then a screenshot of the next turn showing them remaining my allies.
I looked through the save file, and I notice everyone must've already cast their vote before my turn. Is this intended behavior? Usually in civ 5, I would get my vote in first if im playing singleplayer.
Steps to Reproduce
Vote for World Leader (I abstain). End turn.
