Use `ydb debug latency` in our perf CI tests

I've added a wrapper over ydb debug latency, which can be used to run the tests and upload results to the specified YDB table.

Steps to integrate:

1. Review internal PR with CI scripts update and merge.
2. Update benchhelpers on CI machines.
3. Update arcadia repo with CI scripts.
4. A special fresh ydb_ping CLI should be in robot's home dir already.
5. Restart perf2 CI to test changes.
6. Restart the rest.
7. Add a beautiful dashboard.
