Separate dashboard based on Excel config import

User will be able to skip directly to simulation step after uploading the Excel file. Depends on #1 for defining Excel file schema, creating files that can be imported.

• Input validation (Pydantic?)
• Batch mode?
• Serve both dashboards on single server
  • Option 1: Werkzeug DispatcherMiddleware
  • Option 2: Dash multi-page app

As it turns out, we already have multi-page mode set up, so we can just add a page for this (i.e. Option 2).
