seqdd download crashing on old versions of datasets

When the datasets software is installed on the system with a too old version, the flag --no-progressbar is absent from the command line. By consequences, seqdd ncbi download job exit on error and abort the download.

Possible fixes :
- Force recent versions of the software
- Analyze the --help command line to add/remove the flag dynamically
