"New Blank Window" is not capitalized in Mac OS menu bar #12213

What happened?
When looking at the "File" dropdown in the Mac OS menu bar, the "Create New Blank Window" entry is not capitalized.
Expected behavior
Entry is capitalized
Actual behavior
Entry is not capitalized.
Steps to reproduce
Open "File" section of menu bar in Mac OS.
