New tabs don't change tab title

What happened?

Tabs do not update title on tab creation actions

Expected behavior

Tab title should update as you browse and open tabs

Actual behavior

Tab sticks to "New Tab" or source URL of "Open in New Tab" actions.

Steps to reproduce

1. Open a new tab

2. Navigate to any URL

3. New tab still says "New Tab"

4. Open any page with a link (eg "test.com")

5. Right click to select Open with New Tab (eg Open "notest.com" in new tag)

6. New tab has title "notest.com" when it should say "Notest.com - Title"

can confirm this on windows 11 as well. I started noticing it on the window sync update, and still present on 1.18.5b.

I can't figure out reliable repro steps from a fresh profile. quitting (ctrl+shift+q) and restarting zen seems to fix it

This is present on v1.18.5.b on macOS as well. Have seen it at least since 1.18b came out. Have not been able to nail down when it starts happening, but once it happens for a window, it happens until I either switch workspace or exit Zen. In the case of switching workspaces and back, tabs that previously had the "New Tab" title stay that way, regardless of refresh or navigation.

edit: also worth noting that I'm using ephemeral tabs here and that while workspace switching does prevent new tabs from using "New Tab" as the title, it just uses their URL instead, not the actual document title
