Picture-in-picture not working as intended

What happened?

After a recent update Zen now opens picture-in-picture youtube in fullscreen. Toggling fullscreen doesn't do anything and it just remains in fullscreen.

Expected behavior

A small picture-in-picture window should appear

Actual behavior

Fullscreens without the abilitiy to put it into windowed mode

Steps to reproduce

Open a youtube video and click the picture-in-picture button on the video

Unless there is a default setting somewhere i cant find that's turned on then no, I'm not

Also experiencing this since 1.18.5b. The 18.6 update did not address the issue.

I see in the video some mods are active, to rule out their involvement can you check if the same happens in troubleshoot mode? (... menu > help > troubleshoot mode...)
