Menu flickers when pressed #12352

- I have checked that this issue cannot be reproduced on Mozilla Firefox.
- I have checked that this issue can be reproduced once I removed all my Mods and Custom CSS.
What happened?
This has only been the last two versions and it's not consistent, but when I open up sub-menus, the menu flickers across the screen and will randomly decide to stop.
Expected behavior
The menu is supposed to drop out.
Actual behavior
Menu flickers.
Steps to reproduce
All I have to do is open a submenu (this happens predominantly with Downloads and Other Bookmarks because those are the ones I'm dominantly using)
