the sidebar and url bar theme is not conistent with selected theme on windows

What happened?

sidebar is dark even though I've selected light theme (Windows theme is dark)

sidebar is light even though I've selected dark theme (Windows theme is light)

Reproducible?

• I have checked that this issue cannot be reproduced on Mozilla Firefox.
