How to reproduce:

1)
echo "ABCDE12345" > a.txt

2)
# Confirm the chars are ebcdic
> xxd a.txt |head -1
00000000: c1c2 c3c4 c5f1 f2f3 f4f5 15              ...........

3)
chtag -t -c IBM-1047 a.txt

4) 
vim a.txt

5)
:set statusline=%B


6) Browse through the characters and it displays ASCII values(BAD) as opposed to be EBCDIC(GOOD)
