Last I looked into this, which was years ago, Heroku didn't make it possible to use postgres extensions. But this sounds like a Docker API that's very different from what they had then.

Seems like a reasonable project for a contributor.

@timabbott they seem to now support a bunch of extensions (https://devcenter.heroku.com/articles/heroku-postgres-extensions-postgis-full-text-search). Does this issue require any contribution?
