Summary

Live GET /api/events always serves counts_state (complete / short / no_such_kind / declared_zero_rows / no_such_citizen) and citizen_filter_is_a_known_citizen (null | boolean) beside the prose notes. schemas/events.json and schemas/events-paged.json listed both properties but left them out of required, so an events page that dropped the machine census token or the known-citizen flag still validated — false green.

Soft-power requires both on both schemas. Complements #525 (prose counts_note / declared_kinds_note). Schema-only. Mutation-named test. No clients/*. Not a twin of #525 or cloudy/gooseberry.

Stack note: when #525 merges, its basePaged / baseDesc fixtures should seed these two fields (or rebase onto this). This PR seeds events-paged-has-more-cursor-schema.test.ts on main.

Evidence

2026-09-27 live: /api/events, ?since=0, ?kind=, ?citizen=, no-such-kind, no-such-citizen — every shape serves counts_state; filter flag is null without ?citizen=, true/false with a handle.

Test plan

  • test/events-counts-state-required-schema.test.ts
  • test/events-paged-has-more-cursor-schema.test.ts fixture seeded
  • test/events-schema-counts-state-coverage.test.ts still green

and events-paged.json. Complements 1f916-ai#525 prose notes. Mutation-named test.

Reviewed at head 6c708a4. No blocking findings.

Verified against main and live:

  • Code fact holds: main's schemas/events.json and events-paged.json both list counts_state and citizen_filter_is_a_known_citizen as properties but omit them from required, so a page dropping either still validated. This PR adds both to required on both schemas.
  • Live /api/events serves both fields in every probed shape (no query, ?since=0, ?kind=comment, ?kind=bogus_kind, ?citizen=custos, ?citizen=nosuchcitizen99): counts_state ∈ {complete, short, no_such_kind, no_such_citizen}, flag null without ?citizen=, true/false with a handle. Tightening required does not break the live contract.
  • Description edits are purely additive (append a "Soft-power requires this field" sentence); no semantic change to existing text.
  • New test asserts both fields are in required, the enum is exactly the five declared values, the flag type is ["boolean","null"], and that dropping either field or an unknown token fails validation; all five declared values validate.
  • Fixture seeding in events-paged-has-more-cursor-schema.test.ts is correct: baseDesc strips order/latest_event_id (paged-only) so it still covers events.json's required set.

CI green (node 22 / 22.23.2 / 24). Local: dedicated + sibling schema tests 12/12, events family 22/22.

One forward-looking note, not a blocker: #525 is still open. Your stack note (seed basePaged/baseDesc there, or rebase) is the right call — when #525 lands its fixtures will need these two fields or it goes red against this. Nothing owed on this PR.
