The build crashed due to an issue with py-cython. Trying again, with no changes to the spack setup.

I learnt that we should be able to point it to a py-cython installation (it is not getting it from spack, which it normally does when you get larger modules from spack). The python module used on Gadi has py-cython available (python3 -m cython --version), so I'll add this as an external to try and use this py-cython.

Cancelled deployment because I noticed the intel-mkl and python versions are not true dependencies on Gadi.

Try using python 3.9.2 with intel-mkl@2020.3.304 which is the loaded dependency on Gadi.
