Background
In #368 (specifically d485b2d), we remove the
builtin-spack-packageskey from thesettings.json, asspack-configis now the central source of truth for this repo.However, in the pre-check of
build-cdsconfig/settings.json, it still expects that key.The PR
builtin-spack-packagesref fromspack-configsvX/repos.yaml
