This PR switches to a modern Python configuration and build environment declared in
pyproject.toml. I'm usinguvto set things up, but it should work with other tools likeryeorpip.My intention was to preserve all of the dependencies and information from
setup.py. (except Python 2.7 and Python 3.4). I added Python3.9 since the tests pass on that (but not Python3.10)+
