Adds a concise first-party project overview covering what the software is, what it does, why it exists, practical strengths and boundaries, author attribution, release version, license, source, package, website, and citation metadata.
Why
Provides a neutral official reference without presenting first-party material as an independent review or as evidence of Wikipedia notability.
Validation
Branch migration
This PR replaces #95 only because its legacy head ref used the retired �gent/ prefix. The source tree and commit history are unchanged:$(System.Collections.Hashtable.oldBranch) and $ (System.Collections.Hashtable.newBranch) both point to exact head $(System.Collections.Hashtable.sha) at migration time. Review and merge protection remain required.
