Add Dewen's uncertainty estimation methods to the segmenter.

  • add dropout option to unet_xy_zoom_0pad
  • allow users to specify what kind of uncertainty estimation they want in config file
  • add documentation to describe how to use new features
  • general cleanup of some unused code
