Description

• Switch to release drafter for drafting release notes. The release drafter updates the release notes for the next release after a PR has been merged in.
  • Removed labeler.yml and release.yml files.
  • Added release-drafter.yml configuration file.
  • Removed pr-labels job from PR checks workflow
  • Renamed pr-checks.yml workflow to linters.yml to better cover the scope of what it does
