ci: pin all semantic-release plugins to highest working versions#55

Pin semantic-release (25.0.5) and every extra_plugin to exact versions so a surprise major (like conventionalcommits@10, which silently emptied the 2.0.0 changelog) can't slip in via a floating range. Also pin the previously unpinned verified-git-commit github dep to v1.0.9. conventionalcommits stays on 9.3.1: v10 needs conventional-changelog-writer@9, which no released release-notes-generator ships yet (see semantic-release/ release-notes-generator#992). So the pins don't rot, Renovate now tracks them via customManagers reading release.yml, with an allowedVersions:<10 rule holding the preset on 9.x until upstream supports it — Renovate will keep opening bump PRs for everything else.
