This does seem to improve things a little. The Azure Linux issues are fixed by #7706. I'm not sure about the remaining Ubuntu issues. They might be something else. |

What this PR does / why we need it:
This fixes some issues introduced in #7125, including a couple of instances of /usr/local/bin that crept in while I was trying to get those changes merged.
