Add the public stack-hci-vm 1.16.0 release to src/index.json, following #8708. Append a new entry without changing existing releases.

• Set downloadUrl, filename, and metadata version to 1.16.0.
• Preserve the minimum Azure CLI version of 2.15.0 and include the wheel's runtime dependencies.
• Set sha256Digest to 86212e32455eac404e7bffb92aff498477cd3ff1e951c63b2af27179d3e7d134, calculated from the downloaded wheel.

General Guidelines

• Have you run azdev style <YOUR_EXT> locally? (pip install azdev required)
• Have you run python scripts/ci/test_index.py -q locally? (pip install azdev required)
• My extension version conforms to the Extension version schema

Validation:

• Initial python3 scripts/ci/test_index.py -q failed because packaging was absent from the system Python. Installed azdev==0.2.13, packaging, and setuptools in an isolated temporary virtual environment.
• /home/altayl/.copilot/session-state/bdb310af-e3aa-4769-8077-d26a8725d2c5/files/index-validation-venv/bin/python scripts/ci/test_index.py -q - passed: 7 tests passed; the 2 CI-only tests were skipped.
• CI=1 PYTHONPATH=scripts/ci /home/altayl/.copilot/session-state/bdb310af-e3aa-4769-8077-d26a8725d2c5/files/index-validation-venv/bin/python - - passed with an inline runner scoping the existing TestIndex.test_checksums and TestIndex.test_metadata tests to stack-hci-vm. Both tests passed against the published 1.16.0 wheel. The runner also confirmed that exactly one release was appended and all existing index content remained unchanged.
• git diff --cached --check - passed.
• azdev style stack-hci-vm was not run; this PR changes only the index, not extension source code.
• The linked version-schema document was not independently reviewed.

Release readiness: the extension's API version must be fully rolled out to all regions before public release. That rollout was not verified as part of this index-only change.

For new extensions:

• My extension description/summary conforms to the Extension Summary Guidelines.

Not applicable: this is an existing extension.

About Extension Publish

There is a pipeline to automatically build, upload and publish extension wheels.
Once your pull request is merged into main branch, a new pull request will be created to update src/index.json automatically.
You only need to update the version information in file setup.py and historical information in file HISTORY.rst in your PR but do not modify src/index.json.

This release uses the externally hosted extension path documented in the repository README: the wheel is already published, and this PR adds its index entry. No extension source changes are included.
