{Resources} group create does not surface provisioningState #33832
but the ResourceGroup model (src/Extensions/Resources/Models/Resourcegroup.cs) declares ProvisioningState as a flat property, so deserialization drops it and the emitted object always carries an empty string. Confirmed against a live subscription while recording the group create scenario; the same applies to group show.
Fix
Map the nested properties.provisioningState in the model (nested Properties type or a converter), and extend the scenario test assertion to cover it once it deserializes.
Confirmation
group create and New-AzResourceGroup output includes provisioningState: Succeeded.
The group create scenario test asserts it on both surfaces.
