Add CLI changes to MoveIp Configuration API #34022

Description of Feature or Work Requested

Add an Azure CLI command for the VirtualNetworks_MoveIpConfigurations operation.

The operation moves one or more network interface IP configurations from their source virtual network to the specified target virtual network. Each move item contains the ARM resource IDs of the source and target IP configurations.

The operation is asynchronous and supports --no-wait. The command should be generated using AAZ and initially marked Preview.
