[Task] Stage importable PS modules in the debug build output #34071

Scenario scripts import module manifests from the source tree, whose RequiredAssemblies point into artifacts with Debug-hardcoded relative paths. The module scenario must skip outside Debug builds, and manifest dependency references stay fragile.

• The debug build stages each PS module as a self-contained folder under the build output, the same shape packaging produces for release
• Scenario scripts and the script runner import modules from the staged output, not src/PS
• The source manifests stop carrying configuration-specific artifact paths
• The module scenario runs under any build configuration; the Debug-only skip is removed
