Add C# provisioning emitter config for CostManagement

Adds the @azure-typespec/http-client-csharp-provisioning emitter config to CostManagement/tspconfig.yaml so that Azure.Provisioning.CostManagement can be generated from this spec.

Follows the same pattern as #42574 (ServiceNetworking).
