Slurm's upgrade process requires slurmdbd to start in foreground for allowing database migrations. When slurmdbd starts up, then we ctrl-c it and run it via systemd. this is to avoid triggering a systemd timeout, which can cause data loss during upgrades. Also refactors start-services script and allows logs to go into our installation log file in addition to stdout.

When slurmdbd starts up it upgrades the database and then finishes initializing after which we ctrl-c the process and run it via systemd. this is to avoid triggering a systemd timeout, which can cause data loss during upgrades.
Alos refactors start-services script and allows logs to go into our installation log file in addition to stdout.
