Slurm's upgrade process requires slurmdbd to start in foreground for allowing database migrations. When slurmdbd starts up it upgrades the database and then finishes initializing after which we ctrl-c the process and run it via systemd. this is to avoid triggering a systemd timeout, which can cause data loss during upgrades.
Alos refactors start-services script and allows logs to go into our installation log file in addition to stdout.
