feat: scaffold PowerShell module repo for PasskeyDiagnostics

Bootstraps the repo as a proper PowerShell module project, ready to receive the .psm1 implementation.

Structure added

• PasskeyDiagnostics/PasskeyDiagnostics.psm1 — placeholder module; replace with real implementation
• PasskeyDiagnostics/PasskeyDiagnostics.psd1 — manifest (v0.1.0, PS 5.1+, explicit empty CmdletsToExport/AliasesToExport/VariablesToExport)
• tests/PasskeyDiagnostics.Tests.ps1 — Pester 5 scaffold covering module import and export surface
• .github/workflows/test.yml — CI running Pester on windows-latest for push/PR to main
• .gitignore — excludes build output, test result XML, editor dirs

Next step

Drop the real .psm1 content into PasskeyDiagnostics/PasskeyDiagnostics.psm1 and update FunctionsToExport in the manifest to match.
