This is a test-early merge, do not let it modify the upstream repo.
This commit contains:
- The addition of a setup.py to allow local modules to be imported from the utility scripts folder. This has to be run with a command like "pip install ." or pip install -e {local_dir}
- Addition of a utility_scripts directory containing helper functions, and configuration for a logger.
- Updated download_modis script that uses both the utility functions and threading with additional checks.
