1. Add command interface to nonverboseplugin to load via commandline parameters in order to enable commandline automation. 2. Fix loading time of plugins when exporting via dlt-viewer, which prevented export of decoded messages. 3. Add faster commandline decoding option via dlt-commander if just conversion is needed.
