The startup message is to alert users that the pccc package implements PCCC v2 and that v3 was published in 2024. The message informs users the PCCC v3 has been implimented in the medicalcoder package and points them towards a tutorial for transitioning from the pccc package to the medicalcoder package. re CUD2V#56
