Bumping up dependencies

Just opening an issue to keep track of the steps necessary to loosen the upper bounds of centrosome (as they prevent me from removing bounds on cp_measure)

• bump centrosome version to 1.3.0 (not 1.2.4 as that would break CP4)
• bump scipy + scikit-image in centrosome
• bump CP5's centrosome version
• run tests, nothing broken on centrosome
• run tests, nothing broken on cp5
• PR in centrosome
• PR in CP5

I'l try to test this and open a PR when I am able to run it. We don't need to bump CP5 yet though.

I may just piggyback on #123 and run the tests.

CP5, doesn't place an upper pin on centrosome so we're fine there.
