Reduce the shifted-source exceptional interval in finite actual survival counts from H3^H to max(floor(H2^H/3)-1,0). Prove eventual equality with the periodic coefficient test, both directions of count comparison, and the heavy-residue count upper bound.
This improves finite additive errors, not asymptotic density or universal convergence. Frontier novelty remains unestablished.
Validation: four theorem footprints; 39,013 count cutoffs through H=12 and N=3000; two false rounding controls rejected. Audit included in CI. Depends on PR #27.
