chore(ci): bundle action majors into their own PR - #6

The first Dependabot run opened five PRs because the actions group covered only minor and patch, leaving every major on its own. Split into two groups instead.
Result: at most two action PRs a week — one for routine bumps, one for majors — instead of one per dependency, while a breaking bump on the release path stays separable from a linter bump.
