Bug Fixes
- Windows certutil 输出乱码修复（Issue #11）：certutil 在中文 Windows 系统上输出 GBK/GB18030 编码，错误信息显示为乱码。现已自动识别编码：优先 UTF-8 校验，其次 UTF-16 BOM 检测，最后在 Windows 上尝试 GB18030 解码，确保错误提示以可读中文显示。
