But this level of Docker usage seems an absurdity.

Yes. That is a slightly separate issue. I would like for the Dockerfile to serve as the backend for the development environment (executing stack, ormolu, etc.). It doesn't currently quite meet that ideal, but hopefully I'll get it there soon.
