What does this PR do?

  • Adds a health event for DBM async jobs that run over their collection interval.
  • Adds a cooldown mechanism to the health emitter to allow for more easily avoiding event spam.

Motivation

These events will allow users to see in the UI when their data is missing or distorted because of delays in collection on the agent.
