Hi folks - chances this gets merged today? With the permission changes happening this weekend we only have today/tomorrow to notify our (and also your) customers they need to re-auth their DataDog connections. |

What does this PR do?
Updating our integration to include 'billing_read' scope to reflect upcoming changes in API access controls. No new APIs are being accessed
Motivation
We received a notification from DataDog that API access controls are changing and we need to add this scope.
