Update the Simplified Chinese README to match the current root README

I kept this PR scoped to the Simplified Chinese translation. I also noticed that some other translated READMEs, and possibly
notes/CONTRIBUTING.md, may be outdated or confusing, but I can follow up separately if maintainers prefer.
